College Antecedent

In the early decades of twentieth Century some adventurous residents of the Doaba area migrated to the arid areas near the holy NANKANA SAHIB (now in Pakistan). Fired with the zeal of carving out a better economic future, these devoted souls gradually transformed the desert dunes there into green fields. This was the moment when they felt need of catering to the soul and the intellect. Besides satiating their hunger for food, a handful of these people under the command of Sh. Thakar Singh initiated the Anglo Vernacular Middle School in what was named 'Saini Bar' area. As in other professions so in education of their purpose. As a result, the institution not only blossomed well, but their efforts were recognized by the British Government with a freehold grant of S acres of land for the institution. Fresh front this impetus middle school fruitioned into a flourishing High School.

Then came the blood-stained year of 1947, and in the wake of mass migrations from west Pakistan, the hard-earned achievements of these persons were lost to them, and like the Jews, they were sent out in search of a new home. Back in Doaba these people took time to settle and wait for the storm to blow over. As soon as times permitted, they thought of rekindling the torch, unfortunately extinguished by the partition. Considering the acute necessity of some educational institution to improve the lot of this area, they under the presidentship of late Ch. Hari Ram Advocate, Hoshiarpur founded 'Saini Bar High School' at Bulhowal in Hoshiarpur district in 1950. Since then the School has not only expanded in building but also contributed its mite to the uplift of the modern youth with an eye on his importance in free India.

In the context of ever-expending literacy in the country, the need of a degree college at Bulhowal was felt by the management of Saini Bar High School Bulhowal.

Consequently a historic decision was taken in the Annual Function of 1969-70 held under the presidentship of S. Kishan Singh Jhaji Pind to establish a degree College. Surer then a campaign to collect funds for the proposed college, this committee ceaselessly put in their earnest efforts to collect the desired money.

The Saini Bar College is situated on the Hoshiarpur-Tanda Road, in very healthy surroundings. The Khadiala Village Panchayat with Ch. Pirthi Raj as Sarpanch, donated more than five acres of land for the college building. A new commodious and magnificent building has been constructed at Village Khadiala. The Magnificent building of the college consists of commodious class-rooms and play grounds. The college has extensive play-grounds and has provisions for all the important games. The college has a well furnished Library with two separate Reading Room for Boys and girls. A new block has been added to the College Building alongwith a modern canteen. Panjab University granted affiliation to the college upto Degree classes in 1972. Aware of the problems facing the local areas, so also the country this college aims at imparting a balanced education to its students. While the intends preparing it young students for happy careers in the economic fields we don't want to produce mere book worms or thin and lean scholars nor do we want youth to be unconcerned for the welfare of a nation. Our students shall bear the stamp of an intellectually conscious and morally conscientious youth.

The college works under the supervision and control of the Saini Bar College Managing Committee, Bulhowal which consists of distinguished men of eminence.
